In this case we are talking about those people who actively talk about significand/mantissa. By and large, they call the thing mantissa. I'm not at all irritated or confused by that (even if my opinion mattered). I *am* irritated by Americans using "Km" for kilometer and "msec" for millisecond (even though my opinion doesn't matter).
