Here's where I'd get a psycopg2 binary: http://www.lfd.uci.edu/~gohlke/pythonlibs/#psycopg If you've tried that and still can't get Python to talk to Postgres, post any errors you got from the installation, and we'll see what's wrong. There were some changes to install locations and such in 3.5 so it's possible that something isn't working with those binaries. But I have fair confidence in them.
