Technically, it doesn't need to be. But if someone proposes using
particular language for a major safety-critical project, the critical
features realistically need to be part of the standard language or at
the very least in the standard library.

Python is not an appropriate language who make a fetish of the standard library. Numpy, which descends from code developed at US gov labs and agencies, and which would be essintial in many safety-critical projects being discussed, is not part of it. And that had nothing to do with its quality.
