tested on a debian vm, it's working fine.

-boot with uhci1

-take a snapshot with vmstate

-update qemu-server to have ehci as default

-rollback to snapshot state

-lspci show usb2 controller


So, they are some magic hotplugging just after the vmstate load.

I'll test with windows this afternoon

Please test. We can enable it if it does not break snapshots. 

Else we need to introduce 'machine type' option.
