My problem is similar, the RC is I accidentally deleted the localhost 127.0.0.1 entity in /etc/hosts file, but the puppet.conf relay heavily on this(i.e. The configuration used localhost a lot), after I appended that entity, everything works fine, just appended here for your reference.
