OK, I tried again with the latest MSI 
(http://downloads.puppetlabs.com/windows/puppet-2.7.12.msi) and puppet and 
facter both work just fine. Very cool!

I should note that I'm running puppet in standalone mode, and not trying to 
connect to a master.
