I think that if you enable the EPEL repo it will be in there. So add the
EPEL with -

rpm -Uvh
http://dl.fedoraproject.org/pub/epel/5/x86_64/epel-release-5-4.noarch.rpm

And then you can yum search and install for puppet/facter
