This error message leads me to think the MSI isn't available on the Puppet
Master:

Could not evaluate: Could not retrieve information from environment
deployment source(s)
puppet:///modules/windows/FirefoxESR-10.0.2-de.msi at /var/lib/
environments/deployment/windows/manifests/init.pp:16

On the master, does
/var/lib/environments/deployment/windows/files/FirefoxESR-10.0.2-de.msi
exist (case sensitive) and readable by the puppet master process?
