The gem includes everything you will need... the (basic) difference is simply running "puppet agent" versus "puppet master" -- some packages just hide the simplicity (probably a legacy thing?).
Note: I do not believe things like the sysconfig, logrotate and startup scripts get installed by default with the gem (it's been a while since I've done a fresh/virgin install in an environment) ... but those should be easy enough to find.
