Puppet 0.22.4 is quite old. Why don't you enable epel-testing repo and get 2.6.6 from there? There is nothing unique about CentOS, fwiw. The puppet master *IS* the CA for the client's certificate in normal configuration. I suspect you phrased that wrong. Certificate problems are very common FAQ. Lots of pages about this.
