While I agree that it's annoying that the puppet dashboard doesn't run with the ruby included in RHEL, i suggest you have a look at the Ruby Version Manager (RVM) http://beginrescueend.com/ Makes running the latest 1.8.x and 1.9.x versions of Ruby a breeze on any OS you might use.
