You can modify the SMF service manifest to include the path.  For
example:
              <method_environment>
                     <envvar name="PATH" value="/usr/local/sbin:/usr/
local/bin:/usr/sbin:/usr/bin:/sbin:/bin" />
               </method_environment>

You can also do it with svccfg:
svccfg -s puppetmasterd setenv PATH "/usr/local/sbin:/usr/local/bin:/
usr/sbin:/usr/bin:/sbin:/bin"
