Why not take a look at the existing spec file included in the puppet
package, since we do just that?

The parameter you're looking for is --destdir.  The spec I am
referring to is conf/redhat/puppet.spec.

Or, for one that is updated for 2.6.0 (very minor changes versus what
is in the tarball), see:
