Yeah, I would suspect building your own Ruby is the initial problem, as well as building RPMs for Puppet, as there is no EPEL for RHEL 3. We should get a Wiki page put together on this once we get the info gathered together. Unrelated note -- I assume you're using the "Extra Long Lifetime Support?" Because otherwise RHEL3 is basically end-of-life.
