puppetmasterd.conf is deprecated, and all the *d.conf files are known to cause problems if they exist and you are using a newer version of Puppet.
Remove all of these, and use puppet.conf instead. What version of Puppet are you using? I recommend getting the latest stable version, which I believe is 0.24.7 at the moment.
