Hi Alex,

First, track selection has nothing to do with tempo so you need not concern 
yourself with track selection in this case. If you've made a selection range, 
make sure you choose one of the tempo types first, in this case, Linear will 
do, enter the starting tempo and ending tempo and you should be able to apply 
the changes. Note that, after entering a value into an edit field, press Return 
for it to be fully inserted then proceed to the Apply button.
