Hi Alex,
Try changing "constant" to linear at the top left of the tempo window.
Make sure your tracks are elastic if your working with audio.
Now you should be able to apply  the tempo "Retard" for your ending.
as long as you have a selection for start and end before you open up the tempo 
dialogue it will reflect that start and end in those fields.
