Hi Steve,
Move to the track name in the right column of the Tracks List.
Press VO Shift Command Space Bar to perform a mouse down action.
Navigate with VoiceOver to the track above which you'd like to drop the dragged 
track.
Press the same keyboard shortcut, VO Shift Command Space Bar, to issue the 
mouse up action.
Keep in mind that, if no tracks were selected, the track upon which you issued 
the mouse down action will become selected. If, however, you had multiple 
tracks selected, the drab would result in all of the selected tracks being 
dragged into position above the drop point.
