Why can't a user issue the following commands using sudo? It always comes back as permission denied. The sudoer's password is accepted.

sudo cat ./httpd.tmp >> /etc/httpd/conf/httpd.conf
sudo cat ./ftpuser.tmp >> /etc/vsftpd.chroot_list

The permissions on /etc/httpd/conf/httpd.conf are 644.
The permissions on /etc/vsftpd.chroot_list are 600.

This doesn't make sense to me.
