I had exactly the same problem which caused my web pages in php to stop
supporting languages.

For me it was enough to do this:
rpm -i --replacepkgs glibc-common-2.2.93-5.i386.rpm

I wonder what compelled RedHat to strip files from the package in this way
during installation?

Actually I tried to do a fresh install and select all languages but then the
braindead install program pulled in 1,5Gig of packages that I really didn't
need.

In case anyone is interested in the solution, I had to re-install the
glibc-common rpm using the --allfiles option:

rpm -Uvh --force --allfiles glibc-common-2.2.93-5.i386.rpm
