After doing an "install everything" of RH 8.0, I noticed that some files
I needed for i18n were not present, in particular /usr/lib/locale/fr_CA
which I need for date formatting. On RH 7.3, I had this directory (and
many others) when I installed everything (it was part of
glibc-common-2.2.5-42).

In RH 8, if I do an rpm -ql glibc-common, it lists all the files I'm
looking for, but they aren't installed in /usr/lib/locale for some
reason. rpm -V glibc-common doesn't complain at all. What gives? Where
are these files, and why doesn't rpm care that they're missing?
