I went to Samba.Org and downloaded the latest Samba.  I figured out that
I had to compile it "sh makerpms.sh".  When I completed it, it said I
need to "Make Swat".  However, I don't know where to do so.  Any
suggestions?

$  rpm -qa |grep swat
samba-swat-2.2.7-2

will tell you if you have the swat package installed (unless you 
compiled it).

Also, try :

service xinetd restart

or

/etc/initd.d/xinetd restart     (leave off the '.d')
