Yes, that is the method.

Is this a major GNOME 2 bug or what?

Sort of. Graphical menu editing, which didn't work in early releases of 2.0, will be available after the developers feel the bugs have been squashed. I'm sure Havoc will make it available in rawhide ASAP because he gets asked about it a lot. ;)
