Thanks for the response and the info. 
I found a post to this list, i think from John Darrington, in 2021, that says 
they, Harry and John, will no longer be updating the windows version of PSPP.  
Am I interpreting that

Now if people wanted to download your version, which would be the best web page 
to go to? The 'get' page on gnu? Or another page?

in the past Harry Thiessen maintained the windows builds for pspp. Now John 
Darrington has continued the build system for pspp on windows. I have made a 
nightly build system which compiles the official GNU pspp software. The nightly 
builds - also for linux - are here
