The only "released versions" are those at ftp.gnu.org/gnu/pspp - This is because building software yourself from source, after having auditied the source, is the best way you can be confident that you're not installing malware.
However we recognise that some people do not want to build the software themselves and are prepared to trade that risk for convenience. For those people, various third parties have prepared binaries for a number of systems, including windows.
