Thanks to Friedrich Beckmann I was able to build a new mswindows package in which the help system should work.
If you have time, have a look at the https://sourceforge.net/projects/pspp4windows/files/2017-09-09-TestBuild/ version and give it a try. For the most reliable test results, remove your current pspp installation before installing this version. Have fun
