Hi Matej, the latest pspp version is 1.0.1. Ubuntu and debian work that way that the version which is at a certain point of time in debian testing is the version that is included in a specific distribution, e.g. zesty. One way for current updates of pspp for ubuntu is the ppa from Adam Zammit that you mention:
https://launchpad.net/~adamzammit/+archive/ubuntu/pspp Adam has for example provided 1.0.1 for Ubuntu Xenial. This is solely Adams work and you have to ask Adam https://launchpad.net/~adamzammit if he plans to make a version for zesty also.
