Yes, a link to information about Windows would be less helpful than a
link to jump down to the binaries.  So, maybe adding a link with the
text "Jump to download link" that links to an anchor on the page for the
download links?

So, I would label that link as "Direct link to Windows PSPP installation
files on sourceforge" or something like that.
