Just deleting the locale you don't want should be sufficient.

This is hard to beleave as you deleted the translations. I don't see a way
how PSPP can still show you the translated messages after you deleted them.

I guess you didn't reboot your MSWindows after deleting and before
checking. In that case I wouldn't be surprised if MSWindows found the
translations in the cash and showed them to you. The cache is cleared after
a short time or after a reboot  I guess that is the explanation why it
worked after you tried more. Not your actions but the time used for you
action was the key for the success.
