You don't have to run a shell, but it makes it easier if you do. It seems that you are using windows, which is not an OS with which I am familiar. However, I don't see any reason why it should behave any different. Just run (either using the shell or some other way): <path-to-pspp-binary>/pspp.exe filename Maybe a windows expert can advise you further.
