The syntax file begins with a UTF-8 "byte order mark". PSPP didn't handle that correctly, but I've now pushed a fix to the repository.
It's good to know that PSPP now can read such files. However I don't understand why Limesurvey decided to generate such a thing. There will be lots of applications which cannot read these files, including older spss versions. Furthermore "byte order mark" in UTF8 is useless, since UTF8 can only have one byte order. Dr Handstein, I suggest that you report this to the Limesurvey developers as a bug.
