What if you start PSPPIRE from the command prompt. This might give more info. Depending on where you installed it, most likely you can start it with the command "c:\program files\pspp\bin\psppire.exe". Did you ever before install a PSPP version on this computer? If so, uninstall PSPP. Remove all remaining shortcuts from the desktop and the start menu. Search for the pspp directory on your system and remove it if you find one. (be careful not having your data in a directory called PSPP and remove that too.)
