Sure it's possible. One of the nice things about Free Software is that anyone can copy and distribute it in a format which suits their needs.
However, the PSPP developers are very busy developing new features,
and have spare little time available. So the onus is on the Ubuntu
community to set up and maintain such a repository. Why don't you
volunteer?
