Mostly because you're comparing apples to oranges. VNC is a
screen-scraping vendor-neutral (any-to-any) bitmap-mirror, where
Windows RDP knows more of the internals of windows is able to transmit
much less information.

There are a couple of solutions: remote X over ssh requires you to
have an X server on the Windows machine. NoMachine's nx essentially
combines the ssh, X forwarding and compression in one package (I did a
presentation on nx back in 2006. Assume most of it is out of date:
