Hi Michael,

Unfortunately, each felon commits many crimes. Each crime is a record in 
the file. The judges don't put them away until the file is pretty big, 
but rather let them run around with ankle bracelets and the like. That 
way the gps can track them while they are stealing, raping and killing - 
if the system doesn't run out of space in its columns.

I imagine the electronic monitoring system generates a record even if 
the perp goes to Church.
