Not of the whole sea, but if you pour fresh water into the oceans then this will create big pools of desalinized water, after all you don't have a giant spoon to help fresh and salt water mix evenly. Don't you? About the Arctic, you have HUGE amounts of ice out of the water that will get into it if it melts, thus rising the level of the sea.
