I thought y'all might find one of our LPR arrests interesting. The arrest
was all precipitated on an expired tag.
 
On 02/28/10 at 11:38 hours, officer(s) C Leatherwood (11329) and W Horn
(2671) initiated a traffic stop at Cleveland/Galloway and Compl:
Leatherwood, Cory advised While on routine patrol on 02/28/10 Ofc C
Leatherwood (11329) car 446B observed a positive hit on p#4498's LPR system
for expired tags on TN plate 629XXX registered to a 2006 Pontiac Grand Prix.
Ofc observed a silver Pontiac Grand Prix bearing TN 629XXX driving w/b Union
in which the tag displayed a 2010 orange sticker. Ofc initiated a traffic
stop with blue lights only on the Krystal's parking lot near Union/Cleveland
and asked dispatcher for a QV and registration on the tag. While ofc was
waiting for the dispatcher's response Def pulled through the Krystal's
parking and turned s/b Pine, At this point, Def was not fleeing Ofc, he just
had not pulled over to the curb. As ofc pulled on to Pine and got behind the
vehicle, def disregarded the stop sign at Pine/Eastmoreland continuing s/b
on Pine at no more than the posted speed limit. Def turned w/b on Vance then
n/b on Cleveland and at this time ofc initiated the siren and advised
dispatch def was refusing to stop.  As Def turned n/b Cleveland, he
increased his speed. As ofc made the n/b turn onto cleveland, def was
observed diregarding the red light at cleveland/Union. Ofc observed that
there was minimal vehicle and pedestian traffic and continued to follow the
vehicle at a safe distance waiting for a response from dispatch. Def
continued n/b Cleveland gaining distance between himself and ofc. Def
continued n/b Cleveland and crossed Poplar. Ofc approached Cleveland/Poplar
with emergency equipment on to clear the intersection and prevent any
accidents.  After clearing the intersection, ofc turned the emergency siren
off and lost sight of the vehicle. Ofc continued n/b Cleveland at the posted
speed limit. As ofc approached Cleveland/ Galloway, ofc observed that def
had wrecked his vehicle into another vehicle (refer to traffic report). By
the time ofc observed the accident, Def had exited the vehicle and was
running on foot n/b Cleveland. At this time ofc reinitiated the emergency
siren to clear traffic and alert citizens then pursued def on foot. During
foot pursuit, def became intangled in a barbed wire fence on the lot of a
store on the northeast corner of Cleveland/Galloway in which ofc was able to
get def into custody. Def sustained several cuts to his arms and hands from
the barbed wire. Ofc found a small clear baggie of a green substance
appearing to be marijuana and a clear glass pipe used to smoke crack cocaine
on the ground in the immediate area. During a pat down of the def, ofc found
copper packing (chorboy) commonly used to smoke crack cocaine and $430 cash
in various denominations in his front right pocket. Def was also found to
have 3 felony warrants per Station B and was on parole for Robbery. Def was
arrested for above offenses and transported to The Med non-critical by MFD
Unit 20 for medical attention. 426B Horn (2671) and Donovan (12028) made the
scene at the Med in which def advised Dr. John Nelson that he had recently
used marijuana and cocaine. At that point, a whiskey unit was called for and
W23 Ortega (6467) made the scene and def submitted to  a blood draw. 480 N
Russell (11411) tested and tagged the def property (marijuana, copper
packing, glass pipe, and $430 cash) in which the green substance tested
positive for marijuana weighing 2.41g. STIS made the scene of the accident
and took a report.
