Paranoid? The provision is in the bill. I'm not imagining it, it's
right there. And the bill has the votes to pass, thanks to some
particularly shameless wheeling and dealing behind closed doors.

Until it's no longer in the bill, or stricken down as unconstitutional
-- a legal process by the way that takes YEARS -- every citizen has a
right to be both outraged and worried about just WTF is going on.
