I have done a number of these and simply created a jpg file and filled the
page with same.
Be careful to make it truly a watermark. i.e. light colors etc

My most recent one is a "Dangerous Goods" certificate where I turned the
official licence into a Jpg file, and my app fills in the details on the
report, just like any other report

I don't if it will help but I can send you the 3 files (FRT,FRX, and JPG)
