I 2nd the vote for Cute PDF Writer.  I also licensed the Cute PDF Pro, and
found it to be extremely easy to use, and quite powerful.  I use it to merge
both individual pdf and jpg files, plus any scanned documents, into a single
multi-page document to store monthly expense receipts digitally.  Very easy
to send the resultant pdf file to my CPA or legal counsel as needed.
