Truth is: The bill sucked, and was a rush-job. Pelosi's speech before the vote, extraordinarily partisan in its tone, was cited as a major reason why at least 12 or so of the House Republicans who were going to hold their nose and vote for it decided at the last minute to bail. Leaders rise above that kind of crap when it matters, and this is why.
