Several options are available that don't require a TV card:

1)  Slingbox, which when connected locally to your TV source
can "sling" the video to any laptop\computer in the world.

2)  Zatto has developed a software program that allows you to watch TV
on your computer.
More countries are being added, but Zattoo is currently available in
Belgium, Denmark, France, Germany,
Norway, Spain, Switzerland, and the UK.

3)  SopCast.  Definitely P2P and therefore just a tiny bit iffy to
use.  I watched a Champions League final last
year on Shanghai GSport, all in Mandarin!
