You're talking about a tv card. They are usually PCI, though USB versions
are out there too. You connect your tv source ( cable, sat ) to the card and
then view it through the card software, or through something like Media
Center. To view it from other network workstations, you can do different
things depending on how you set it up for viewing. Media center will push
via IP with a little tweaking, you can view via VNC in a window, you might
be able to just point media player ( not sure though) to the source via IP.
Video will chew up bandwidth, so beefy networks will play more smoothly. You
could just set up a Slingbox too and push it but there's additional cost and
potential firewall issues to deal with if you push across domains or from
outside the network to the inside. Do a quick search for ' the green button'
to visit the leading Media Center site, it will give you a good feel for the
nuts and bolts if you use MS's solution. Alternatives include Myth TV (
Linux, it rocks but is a semi-bear to set up initially ) and few others. I
think XBOx media Center ( an open source TV and PVR app originally developed
for the first Xbox) has a PC version now too. You could set up one of the
Myth TV linux distributions as a VM and run it that way too if you were
feeling adventurous. I've been poking around with this sort of thing for a
long time as a 'gee wiz' sort of hobby, so I'm at your service if you need
some help. I've been able to pull off everything above, TV via IP on my PSP,
and some other gadgets. Huge fun in a geeky sort of way. :)

Subject: [NF] Net TV

I want to buy one of those "things you plug into the motherboard" (sorry
don't know the word in english) for watching TV, but I would also like to
access the TV from other stations in my local web. Is that possible? How?

Cheers.
