They do not do a repair install like you can with the true Windows XP CDs. I am not sure whether Dell has changed their policy with the latest models about delivering true Windows XP installation CDs. If you reinstall with the same name, you will get a duplicate name followed by .1 in the Documents and Settings folder for all the files that are created for the new user. The old name will become unavailable to the new name due to security rules. You will not be able to read any of the files directly. What I have done is backup the Documents and Settings folder to an external drive using Backup and then reinstall Windows. Next create a user with the name exactly as it was before. Then when do a Restore be sure to go to the Advanced menu and turn off the security option.
