Most of them do. phpEd [1] is used by a consultant I know and he
recommends it. We also evaluated (and I'm using) Eclipse [2]. I asked
a similar question a few months ago on the PHP Boston group, and that
lead to a couple of reviews like this one [3].

Running AMP is a different question. I would prefer my IDE didn't try
to supply those. I'd suggest you look at XAMPP for that.

Somebody else's locked-down PC? Good luck with that. Can't you bring
in another machine if it is going to be standalone? I can't image how
you are going to get libraries on it, other than sneaker-netting it
from an Internet-connected machine.
