Well the workaround is pretty straightforward I just think that if you 
use the menu designer to set skip .T. it should give you a warning along 
the following lines:

If you set skip to .T. this bar will be PERMANENTLY disabled and your 
application will NOT be able to enable it.
If you are sure you want your menu to include a redundant, permanantly 
disabled bar, press "OK", otherwise choose "Cancel"
