My apologies, I can't see who started this thread.

Paypal has at least 3 thresh-holds for account types.
Personal, Premium and Business something.

I would suggest you study the rates for usage again, as
their credit card clearing rates are usually less than 3.9 percent for the
2 higher account types.

Make your own matrix.  See what the fees are from Paypal based on the info
on the website, from the various levels of the account types.

If someone got stuck on one level, Paypal will allow an upgrade (at
anytime, actually) but it's not automatic, and the money MAY be held until
the beginning of the next month (thats in the user agreement, iirc).
