Not exactly. There was Windows 3.1, and then Windows 3.11 which was what we would now think of as a service pack for Windows 3.1, i.e. not a standalone product. These had network support but only with third-party addons and a centralised server. Windows for Workgroups 3.1 and Windows for Workgroups 3.11 were extended versions of the above that allowed native peer-to-peer networking without the need for a server.
