If it is the same as my copy of FTP.prg then there is a define
#define INTERNET_CONNECT_MODE_PASSIVE but it has nothing defined. There is
also an error NO_PASSIVE_MODE so I assume that it cannot do it.

+1 here.  It seems the default is set for passive.  Changing to active 
has solved these problems for me.
