Think deliverance in some ways.
Most cannot use a browser, nor will they pay for dsl.

The population here in Harper is about 1,192 people, and most, if they are
not retired, make a living from hunting and exotic wildlife

Most make less than 25,000 per year

+1 on not printing - have a look at some of the e-editions of newspapers
and see how they do it.
